Frequently asked questions about the fiscal cash register in Serbia
Answers for people opening a business in Serbia: who needs a fiscal cash register, how a fiscal receipt is issued, what V-PFR and L-PFR are, how e-invoices and SEF work, and what Tezga costs.
This is not tax advice. Your accountant gives the final answer for your business.
About Tezga
Is Tezga approved by the Tax Administration?
Yes. Tezga - eKasa is an approved ESIR (electronic system for issuing receipts), model 1.1, with the unique identification number IB 1597, under decision no. 000-092-00-00123/2026-0000 of the Tax Administration of the Republic of Serbia, dated 3 July 2026. Receipts are fiscalized directly with the Tax Administration, without an intermediary.
Is the app in English?
Yes. The Tezga app is available in English, Russian and Serbian; you pick the language in Settings. The fiscal receipt itself stays in Serbian, as the regulation requires, and the setup guide (PDF) is in Serbian. Support is by email at podrska@tezgafiskal.com.
Do you need a fiscal cash register?
Do I need a fiscal cash register in Serbia?
Yes, if you sell at retail: goods or services to private individuals, or any sale in a retail outlet, even to a company. Each such sale needs a fiscal receipt issued through an electronic fiscal device, whether the customer pays in cash, by card or by bank transfer. This applies to companies and to sole traders, including flat-rate sole traders (paušalci). Some activities are exempt under a government regulation, so check your activity code with your accountant.
I only invoice companies, some of them abroad. Do I need one?
Not for that turnover. Invoicing only companies and sole traders, without a retail outlet, is not retail, so no fiscal receipt is issued. Invoices to Serbian companies and to the public sector go as e-invoices through SEF, the state e-invoicing system. Foreign companies are not registered on SEF, so you send them invoices outside the system, as before. As soon as you charge a private individual, you issue a fiscal receipt for that sale, unless your activity is exempt.
I am opening a shop or a restaurant. Is an online cash register enough?
Not on its own. Under the Law on Fiscalization (Article 6, paragraph 4), a business that uses V-PFR must also have at least one device with its own processor (L-PFR) in each business premises, unless it sells at retail exclusively online. Tezga works with an L-PFR from any supplier approved by the Tax Administration, together with the smart card for those premises, so you keep the same software. Tezga does not sell its own L-PFR. Check your case with your accountant.
Getting started
Can I use Tezga from my phone?
Yes. Tezga runs in the browser on Android phones, iPhones, tablets and computers, and you can add it to your phone's home screen so it opens like an app. The same account works on several devices at the same time. Fiscal receipts through V-PFR need an internet connection; mobile data on the phone is enough.
What do I need from the Tax Administration before I start?
A security element (bezbednosni element): the digital certificate with a PIN that the Tax Administration issues to you, and registered business premises. The security element is yours; you obtain it from the Tax Administration and enter it into Tezga yourself. Tezga stores it encrypted and uses it only for your fiscal receipts. We never ask you to send a password or PIN by email or phone; a request like that is an attempt at fraud.
I already use another cash register. Can I switch to Tezga?
Yes, at any time and without stopping work. You open an account, set up fiscalization and import your data from the old register, through a spreadsheet template (XLSX with two sheets, Invoices and Items) or the XML export of your old register. Not only receipts transfer, but also advance invoices, pro forma invoices and refunds, so your history stays in one place. Imported documents are an archive and are not fiscalized again. The same security element keeps working, because it is tied to you as the taxpayer, not to the software.
Receipts, refunds and cancellations
How do I issue a fiscal receipt in Tezga?
You pick the products or services and finish the receipt; fiscalization goes through V-PFR (the virtual processor) or an L-PFR (a local processor). For speed there is a quick receipt issued in a few seconds, and an AI receipt where you dictate the items and the register enters them. You can print the receipt on an ordinary or a thermal printer, or send it by email with a QR code.
How do I correct a mistake: a cancellation (storno) or a refund?
A fiscal receipt is never edited or deleted; you correct it with a new document. A cancellation (storno) voids a receipt issued in error, in full, by issuing a refund that refers to the original. A refund (refundacija) returns all or part of an amount from an earlier receipt and always refers to that receipt's number. Both go through the processor, with a reason recorded. In web sales, a refund from Tezga is also returned to the order.
E-invoices, web shop and API
What about e-invoices (SEF)?
SEF (Sistem elektronskih faktura) is the Serbian state system for electronic invoices to companies and the public sector. In Tezga, the Biznis plan sends outgoing and receives incoming e-invoices through SEF, tracks their status and works with public-sector buyers. You connect it with your own SEF API key in the settings. The lower plans are for fiscal receipts without SEF.
Can I connect my web shop (WooCommerce, Shopify)?
Yes. An order from your website becomes a fiscal receipt on its own and returns to the shop with the receipt number. WooCommerce connects with a full two-way link without a plugin; Shopify through a custom app in your admin; PrestaShop, OpenCart, Magento and BigCommerce via webhook. The open OpenAPI specification can be imported into Postman even before you sign up. This is in the Posao and Biznis plans.
Price, security and data
How much does it cost, and is there a free trial?
From 990 RSD a month. The plans are Tezga 990, Start 1,190, Posao 1,690 and Biznis 2,390 RSD a month, paid in advance for 3, 6 or 12 months. Up to 3,000 fiscal receipts a month are included; above that, each receipt costs 1 dinar, so sales never stop. For fairs and seasonal sales there is the Sezonski (seasonal) plan: 5,100 RSD, paid once, for 30 days. You pay by bank transfer or by scanning the IPS QR code in your bank's app. There is no free trial: access opens once your payment is recorded. You can ask for a 48-hour demo account with sample data.
Where is my data stored?
In a database only your company can access, with the app running in the European Union: the database and app are in Frankfurt. Traffic is protected with HTTPS, passwords are stored only in encrypted form, and access is separated by company and by role. You can export your data at any time.
